Ability to add template "comments" field, accessible at all times (not just during upload)

Request you add an accessible "template comments" field so you can add, view or modify comments whenever necessary. The only way to comment a template currently is at upload time, and there is no way to add a comment or change one. For example, when archiving a deprecated template, would like to note things such as why it was deactivated, etc.
