Ability to upload external HotDocs answer file within Advance Hub

It would be helpful if a user could upload an external answer file into Advance Hub. It is not always possible, or practical, to rely on the work items within Advance Hub (plus at present you can't copy from one work item to another)

On creating a new work item, the user can expand the Advanced options section and upload an answer file.
